Newport Placemaking Plan
Newport Placemaking Plan is an exciting collaboration where local voices are helping shape a revitalised city centre.
As part of the Welsh Government’s Transforming Towns Programme, the Plan reflects the people of Newport’s vision to create a thriving, welcoming centre that builds on the city’s rich history.
The Challenge
Newport is a proud city filled with bold rebellious ambition, characterised by history, music, industry, and an independent spirit—but the centre needs a new chapter in its history.
The Placemaking Plan sets out to build on strong foundations, celebrate what’s good, and address what needs attention.







A three stage approach
Stage 1:
Understanding the context
The first stage mapped out Newport’s identity—its history, challenges, and strengths—giving a clear picture of how the city centre serves different people today.
Early discussions with Newport City Council, local businesses, and other key stakeholders clarified the need for projects that promote prosperity, happiness, and wellbeing.










Stage 2:
Engaging the public
To capture Newport’s energy and ambition, we partnered with Cowshed to find out what people love about their city—and what they feel is missing.
Over 1,700 residents, business owners, council partners, and community groups shared their hopes, frustrations, and ideas for the city’s future.
From new walking routes to youth hubs, night time cafes, shop front makeovers, and a new home for the mediaeval ship, their suggestions led to ‘60 Big Ideas for Newport’, a collection of concepts for a reimagined city centre.
Stage 3:
Creating a detailed vision
The plan now brings together these ideas into a clear vision for Newport’s next era, with a set of short, medium, and long-term initiatives. Everyone is invited to help shape and deliver the changes ahead.
Early Progress
While the vision looks to 2040, momentum is building now. Quick win projects—such as public art on construction hoardings, empty shops and utility boxes and new outside spots for live music and street performance, are already bringing new energy to city life – with better street lighting and improved wayfinding coming soon.
Looking Ahead
Newport Placemaking Plan will continue to grow with support from the city’s people and partners. With 60 Big Ideas and a clear set of priorities, Newport’s evolution is something everyone can be part of—and proud of.
